Introduction
Effective drinking water system functionality is vital to the health, safety, and environmental sustainability of Amherstburg and the neighbouring serviced communities of LaSalle and Essex. With a population of 23,000 and projected growth over the next two decades, the Town faces challenges in ensuring its water infrastructure can meet future demands. To address these needs, Amherstburg is updating the current Water Master Plan to guide infrastructure improvements, support sustainable development, and maintain high service levels.
This Water Master Plan will provide a comprehensive framework for managing and enhancing the Town’s water systems, addressing operational challenges and ensuring the system is prepared for future growth. Strategic planning and stakeholder input will be key to creating a roadmap that meets current needs and anticipates future demands, enabling Amherstburg to continue delivering high-quality services to its community.
Objective
The primary objective of the Water Master Plan is to develop a long-term strategy for enhancing Amherstburg’s water infrastructure. The plan will focus on identifying system vulnerabilities, optimizing operations, and ensuring the infrastructure is resilient to growth and environmental changes.
Key goals include:
Improving drinking water service levels for residents and businesses.
Mitigating the risk of system failures.
Supporting growth and development in alignment with the Town’s Official Plan.
Minimizing environmental impacts and ensuring regulatory compliance.
Expected Outcomes of the Water Master Plan
Enhanced Infrastructure: Improved system performance to accommodate future population growth and ensure reliable service delivery.
Sustainable Development: A comprehensive roadmap to guide infrastructure planning and investment, ensuring resilience and efficiency.
Community Engagement: Opportunities for residents and stakeholders to provide input and shape the future of water management in Amherstburg system’s service area.
Engagement Opportunities
Stay tuned for details on the Public Information Center, which will present draft recommendations and seek community feedback. Your input is critical to the success of the Water Master Plan and to ensuring Amherstburg’s water system serves the community effectively into the future.
Project materials from the Public Information Center, including presentations and reports, will be made available online.

The Town is initiating this study to develop a long-term strategy for enhancing Amherstburg’s water infrastructure.
Background Review & Data Gap Analysis
this is an upcoming stage for Water Master Plan
The Project Team will collect and review background information on the existing system to identify and resolve gaps in data required to complete the system assessments.
Model Updates and Existing Conditions Assessment
this is an upcoming stage for Water Master Plan
The Project Team will update and calibrate the Town’s existing Water Master Plan hydraulic model which will be used to assess the performance of the existing water supply and distribution systems.
Future Conditions Assessment
this is an upcoming stage for Water Master Plan
The Project Team will review current growth projections for the water distribution system service area and establish design and level of service criteria that will be used to develop and assess the existing system’s performance under future water demand projections.
Identify Problem or Opportunity
this is an upcoming stage for Water Master Plan
Phase 1 of the MCEA process will involve submission of a document to the public and stakeholders identifying the problem/opportunity triggering the undertaking of the project, including objectives and a summary of the existing/future conditions and servicing requirements of the supply and distribution system.
Identify Alternative Solutions
this is an upcoming stage for Water Master Plan
Phase 2 of the MCEA process will outline and evaluate alternative solutions to future servicing requirements, considering the reliability and capacity of existing infrastructure.
Draft Water Master Plan Report
this is an upcoming stage for Water Master Plan
The Project Team will document the approach and findings of Phases 1 and 2 in a Draft Water Master Plan Report, which will be presented to Council.
Public Information Center #1
this is an upcoming stage for Water Master Plan
A public information center will be held in-person at which the Project Team will present the information documented in the Draft Water Master Plan Report and solicit public feedback on the alternative solutions.
Final Water Master Plan Report
this is an upcoming stage for Water Master Plan
The Draft Water Master Plan Report will be finalized based on feedback from Council, review agencies, municipalities, stakeholders and the public.
Notice of Completion
this is an upcoming stage for Water Master Plan
The study will be closed out with the circulation of a Notice of Completion along with the Final Water Master Plan Report to all review agencies, municipalities, and stakeholders.
